Members of Parliament have returned to a busy legislative schedule, with electoral reforms, education legislation and key budget decisions among the priorities as the 13th Parliament approaches the end of its term.<\/p>\n\n\n\n

The National Assembly is expected to consider the Electoral Amendment Bill, 2024, alongside the Budget Policy Statement (BPS) for the 2026\/2027 financial year. The proposals come as lawmakers face pressure to complete pending legislation before the next general election.<\/p>\n\n\n\n

Speaker Moses Wetang\u2019ula said the House would prioritise the budget process and related financial legislation. The Budget Policy Statement outlines the government\u2019s economic priorities, fiscal objectives and spending limits for both national and county governments.<\/p>\n\n\n\n

On electoral reforms, proposals submitted by the Independent Electoral and Boundaries Commission (IEBC) have been referred to the Justice and Legal Affairs Committee for consideration. The committee is expected to review the proposals and recommend possible amendments to the Elections (Amendment) (No. 2) Bill, 2024.<\/p>\n\n\n\n

Education reforms are also expected to feature prominently in the parliamentary agenda. Several proposed laws are under consideration, including the Basic Education Bill, the Tertiary Education Placement and Funding Bill and amendments to the Kenya National Qualifications Framework.<\/p>\n\n\n\n

The proposed Basic Education Bill seeks to update the legal framework governing schools, with provisions covering school management, financing, learner welfare, teacher management and quality assurance.<\/p>\n\n\n\n

Meanwhile, the Tertiary Education Placement and Funding Bill proposes a framework for financing students in universities and technical and vocational education and training institutions. Under the proposed arrangement, students would access funding for their studies and repay loans after completing their education.<\/p>\n\n\n\n

The Education Committee is conducting public participation on the proposed legislation before submitting its report to the House for further consideration.<\/p>\n\n\n\n

Lawmakers are also expected to begin work on the 2027\/2028 budget cycle, including the Budget Estimates, Appropriation Bill and Finance Bill, with the aim of completing the process before the end of March 2027.<\/p>\n\n\n\n

President William Ruto is expected to deliver his annual State of the Nation Address in November, outlining the government’s progress and priorities.<\/p>\n\n\n\n

As the current Parliament approaches the end of its term, lawmakers have also begun reviewing the Standing Orders to guide the operations of the 14th Parliament.<\/p>\n\n\n\n

The House has reportedly completed more than 90 per cent of its scheduled business, with over 100 pieces of legislation and other parliamentary matters passed, as it works to clear the remaining items on its agenda.<\/p>\n","protected":false},"excerpt":{"rendered":"
